Weather Forecast and Information System for Commonwealth

Shri Kapil Sibal, Minister for Science & Technology and
Ocean Development revealed the plan to set up Venue Specific
weather forecast and information system for Commonwealth Games
2010 at a press conference here today.
Though weather conditions were known to have significant
potential to influence the sport activities, it is only since
Atlanta Olympics of 1996 that specific weather forecast systems
were developed and pressed into service to provide customized
products covering all aspects and catering to all major requirements
of the sporting events. The National Weather Service (NWS),
USA in collaboration with several other government and private
agencies, implemented a site specific weather forecast and information
system for Atlanta Olympics 1996. The efforts showed their true
strength and capability through practical demonstration of a
wide ranging applications of these information for the sport
events. The United Kingdom Meteorological Office (UKMO), UK
also implemented similar type of system for Manchester Commonwealth
Games of 2002.
India is hosting the 19th Commonwealth Games during 3-14 October,2010
in New Delhi. The CWG is the biggest international event in
the recent past of the city of Delhi. Seventy One (71) countries
will be participating. The opening and closing ceremonies are
slated to be held at the Jawaharlal Nehru Stadium on Oct 03
and Oct 14 respectively. There are going to be many venues for
various sport events spread within and even outside NCR region.
The National Centre for Medium Range Weather Forecasting (NCMRWF),
Department of Science & Technology shall steer the Indian
effort in providing Venue Specific Weather Forecast and Information
System for the Commonwealth Games-2010, on priority and working
towards speedy implementation of the same within a stipulated
period of 4 years from now. The Centre will work in collaboration
with several other government operational and research agencies
including India Meteorological Department (IMD) to plan and
implement the project. The project also envisages collaboration
with several international organizations having past experience
of working on such projects. For success of the project, technical
support from private agencies, working on High-end Computing,
meteorological Instrumentation, audio-visual equipments, visualization
technology, GIS and GPS systems, etc will be taken.
Some of the highlights of the proposed project are:
- Real time implementation of a set of highly localized
very high resolution weather models supported by advanced
software for visualization and product display.
- Deployment of a dense network (every 5 km) of Automatic
Weather Systems (AWS), close network of Doppler Radars,
wind profilers, use of high-end computing systems, hardware
for visualization and product display systems and weather
proof broad band communication system.
- Real time display of current weather observations and
5 day forecast products for each venue on rain, clouds,
temperature, wind (speed/direction), visibility and bi-products
such as humidity, heat/cold indices, comfort indices, wind
gusts, etc.
- Each venue will have an exclusive WEATHER INFORMATION
BOOTH where athletes, authorities or spectators can visit
to get weather forecast of their requirement.
- Hourly updation and display of weather information on
official TV channel of Commonwealth Games-2010.
- An exclusive Web Site for providing weather forecast and
information.
- Weather information will be provided to users through
mobile service providers.
Benefit to Country:
The project is expected to usher in an era of precision forecasts
for several other sectors such as tourism, power, adventure,
petroleum, transport, etc. This will also help country to
have a reliable system for prediction of high impact weather
events for Mega Cities.
