Technology Information, Forecasting and Assessment Council (TIFAC)

3198. SHRI B. K. HARIPRASAD:

Will the Minister of SCIENCE AND TECHNOLOGY be pleased to state:

(a) whether during the decade 1992- 2003 the Technology Information, Forecasting and Assessment Council (TIFAC) sanctioned more than 150 projects under three programmes;

(b) if so, how many of these sanctioned projects were not achieved or only partially achieved;

(c) whether technologies developed by TIFAC were not commercialized; and

(d) if so, the reasons therefor?

Yes, Sir. During the period 145 projects were sanctioned under the Home Grown Technologies Mission, Advanced Composites Technologies Mission and Fly Ash Mission Projects.

Out of 145 sanctioned projects, 68 have been evaluated by the Comptroller and Auditor General of India. As per the report there is a success rate of 68 percent.

(c) & (d) Commercialization of technologies was attempted in all the cases and the private entrepreneurs attempted to implement the same. However, they failed to carry it beyond a point due to extreme criticality of targeted technologies which they felt might become unviable due to changed market conditions. It may be noted that projects with a significant innovation/technology development element are inherently unpredictable with regard to their outcome.

whether there is an scheme to open new Science and Technology Centres in backward states during the current financial year;

if so, the details thereof;

if not, the reasons therefor;

the details of policy of the Government for opening of Technology Institutes and their development in backward and North-eastern states;

whether there is any scheme to open a new Technology Institute in Bihar;

if so, the details thereof;

if not the reasons therefor; and

the schemes of the Government for modernization and upgradation of Technology Institutes in Bihar?

ANSWER

(a) to (d) No Sir. The Government believes that adequate funds are essential to fund the existing institutes to enable them to provide good facilities for teaching and research for producing quality students rather than starting new institutes and spreading the available resources thinly.

(e) No Sir.

(f) to (h) The Government has no proposals at present for consideration. However if any new proposals based on their strength and need will be considered. The Government has programmes for strengthening of infrastructure in the academic institutes with critical mass of faculty. This scheme offers funds for upgradation of teaching and research facilities including internet, modern equipment, etc.
