Will the Minister of SCIENCE AND TECHNOLOGY be pleased to
state:
(a) whether it is a fact that the number of scientific papers
from the country that are included in Scientific Citation
Index have gone down over the years;
(b) if so, the details thereof and the reasons therefore;
(c) what steps are being taken to improve the situation;
and
(d) the number of foreign scientific publications that have
shown inclination to set up their publications in India ever
since the policy to permit FDI in publishing scientific journals
was enunciated?

(a) to (d): A statement is laid on the Table of the House.
STATEMENT AS REFERRED IN REPLY TO PARTS (a) TO (d) OF RAJYA
SABHA STARRED QUESTION NO. 435 FOR 22.12.2005 REGARDING "SCIENTIFIC
CITATION INDEX".
(a) to (c): No Sir, the number of scientific papers from the
country that are included in Scientific Citation Index (SCI)
had steadily increased over the years. The number of paper
published in the year 2000 was 12,127 which has increased
to 16,001 in the year 2004.
(d) As on 5th December, 2005, 18 cases of foreign scientific
journals/periodicals/ magazines have been approved for setting
up their publications in India.
