UPGRADATION OF RESEARCH INSTITUTES 548. SHRI PRABODH PANDA: Will
the Minister of SCIENCE AND TECHNOLOGY be pleased to state: (a) whether
the Government proposes to upgrade the Science and Research Institutes in the
country to bring them at par with international standards; and (b) if so,
the steps being taken by the Government in this regard? ANSWER
MINISTER
OF SCIENCE AND TECHNOLOGY AND MINISTER OF EARTH SCIENCES (KAPIL SIBAL) (a)
& (b): Upgradation of research institutes to conduct R&D in the thrust
areas is a continuous process. This process is to support proposals projected
in the annual plans of each institute and on the basis of recommendations of the
Governing Councils of the Institutes. To achieve the highest standard
in their respective area of research, the institutes have been granted full autonomy
to pursue R&D projects. Further, the Department of Science and Technology
has made provision of Rs.11028 crore in the Eleventh Plan (2007-12) for undertaking
various schemes/projects/programmes.
