Report 2007-2008 Vigilance The Vigilance
Unit in the Department of Science & Technology is headed by Chief Vigilance
Officer, an Officer in the rank of Scientist G. He is supported by
an Under Secretary, Section Officer and other secretarial staff.
Apart
from handling Vigilance related cases of the Department, its two subordinate offices
and 22 aided institutions; it deals with complaints, received by the Department.
Vigilance Unit also annually plans vigilance inspection of a few institutions.
During the current year, as per the approved plan, inspection of the following
aided institutions has been carried out:
(i) Vigyan Prasar, NOIDA, UP on
23-24 August 2007. (ii) Indian National Science Academy, New Delhi on 29-30
August 2007. (iii) Indian Academy of Science, Bangalore on 19-20 September
2007. (iv) Centre for Liquid Crystal Research, Bangalore on 21-22 September
2007. (v) Bose Institute, Kolkata on 1-3 October 2007.
Vigilance Unit
consolidates reports/returns received from the subordinate offices and aided institutions
on vigilance matters and furnishes the reports (monthly, quarterly, half-yearly
and annual basis) to various agencies, like Central Vigilance Commission, Central
Bureau of Investigation, Department of Personnel & Training. The Department
also maintains Agreed List and List of Officers of Doubtful Integrity of Gazetted
status, in consultation with CBI.
A meeting of the Vigilance Officers
of Subordinate Offices and Aided Institutions under the Department was organised
on 05.06.2007. The meeting was inaugurated by Dr. T. Ramasami, Secretary, DST
with his address on Efficiency through Vigilance. In this meeting, two guest lectures
from DGS&D and Indian Institute of Public Administration were organised on
issues such as e-procurement and e-Governance respectively. A representative from
Central Vigilance Commission was also invited for the meeting, who cleared doubts
of Vigilance Officers on various vigilance matters. They were also sensitized
to be more alert and prompt in dealing with the vigilance cases and overall vigilance
in their respective offices.
Vigilance Awareness Week was observed in the
Department during 12-16 November 2007, wherein talks on e-Procurement and Vigilance
Awareness were organized for the benefit of the officers and staff of this Department.
An interactive session with the users of services being provided to various institutions
by this Department was also organized to sensitize the officers of the Department
about the problems being faced by those Institutions.
Other miscellaneous
activities, viz. identification of sensitive posts, rotational transfers thereon
in the organisation and its subordinate offices are being done on regular basis.
