Annexure I

(Summary of Audit Observations)

1. Technology Information Forecasting and Assessment Council (TIFAC)

Technology Information Forecasting and Assessment Council (TIFAC) was established as a Society under the Department of Science and Technology in 1988 for preparation of technology forecasting reports, technology impact statements, identification of priority areas of research etc. It supports technology development project by releasing funds in the form of Technology Development Assistance. During 1992-2003, TIFAC sanctioned 145 projects under three programmes viz. Home grown Technology, Advanced Composites Mission and Fly Ash Mission. Out of 68 projects studied in Audit, it was found that in 20 projects, the objectives were either not achieved or only partially achieved. In 32 projects, the technologies developed were not commercialized or only partially commercialized.

TIFAC released Technology Development Assistance (TDA) amounting to Rs.53.25 crore under 145 projects during 1992-2003. It could not recover TDA amounting to Rs. 23.13 crore, of which Rs.2.56 crore was due for more than three years. It was noticed that there were lapses in adhering to the terms and conditions stipulated while extending Technology Development Assistance. In a number of cases hypothecation deeds were not registered with the Registrar of Companies and in other cases, assets had not been insured. The model agreement had also not been vetted by the Ministry of Law. No review of the working and progress of TIFAC had been done since its establishment in 1988. Sectoral Technology Information, Forecasting and Assessment Groups under individual Ministries and Departments were not established. 2. Wasteful investment

The Bose Institute, Kolkata a society of the Department of Science & Technology, procured a Protein Sequencer in April 1997 at a cost of Rs.21.36 lakh. The equipment could not be utilised after April 1998 due to its high running costs. The failure of the Institute to anticipate the operational costs involved in using the Sequencer and its subsequent inability to obtain the required chemicals and spares resulted in the equipment remaining idle for over five years.

3. Unfruitful expenditure during GTS-Bicentenary celebration

Survey of India organised year long celebrations to commemorate the completion of 200 years of the initiation of the Great Trigonometrical Survey to highlight the significance of the great Arc and GTS contribution to the Geo sciences and Mathematical sciences. The celebration included making of two films namely "The making of India" and "The Million Steps" to be telecast on various TV Channels and publishing of pictorial book on "The Great Arc". Two films made at a cost of Rs.27 lakh were not telecast even after a year of its production, rendering the expenditure unproductive, while the anticipated income had not accrued to the department from publishing the pictorial book.

4. Excess release of funds on production of serial 'Business Mantra'

Department of Science and Technology (DST) sanctioned a project in June 1999 to Confederation of Indian Industries (CII) for the production of 26 episodes of TV programme 'Business Mantra'. DST was to share 50 percent cost of each episode whereas the remaining 50 per cent was to be raised by CII through sponsorship and advertisements. DST supported the programme for another 52 episodes on the same terms and conditions. The total expenditure incurred on the 78 episodes was Rs.60.61 lakh against which DST released Rs.51.15 lakh instead of Rs.30.31 lakh. Failure of DST to verify the actual expenditure incurred before releasing funds, resulted in excess release of Rs.20.84 lakh.
